What seems to be about to happen in California now is blowing my mind.

This seems to be related to the so called TRACE action.

It seems they are actually planning to have mobile units to go to peoples homes, test them for some reason and if anybody tests positive they will be taken away by force to be isolated, with assistance from local police. If a mother tests positive the child will be taken away. Here it is important to remember that almost everybody who tests positive have practically no symptoms, and come across as healthy. The validity of the tests are also questionable.
This also relates to the apps they're developing (the apps in itself has been tried implemented here in Norway, only with partial success). It seems that the idea is that if somebody tests positive they will trace their contacts and visit the home of all the contacts for testing.
Is this in any way justifiable? Even if there is an actual dangerous contagious agent this seems a bit over the top. Why would they start this in a seemingly relatively conscious state like California? Are they planning for an uproar?
Does anybody have any more information about this? This just seems to be a bit too much, but the interviews and the information certainly seems real, I guess it may be a matter of interpretation.
